Sheriff issues notice of Level 3 offender's address change

A Level 3 predatory sex offender has filed paperwork with Minnesota’s Department of Corrections indicating he will be spending at least some time at an address in Kanabec County.

Douglas James Felix, 36, filed the address change/addition on Sept. 16, and the Kanabec County Sheriff’s Office alerted local media after receiving the paperwork on Friday, Oct. 3.

The address Felix has registered with the sheriff is a rural Ogilvie residence located on the 1100 block of 160th Avenue.

Kanabec County Sheriff Steve Schulz said Friday afternoon that Felix wouldn’t be living at the address full-time but that he would be making regular visits there there.

“He’ll be there from time to time, a few days a month,” Sheriff Schulz said.

Schulz added that Felix’s primary address was in Melrose, located in Stearns County.

Felix was convicted of first-degree criminal sexual conduct in August of 1998. The crime involved the sexual penetration of a female between the age of 11 and 15, and he was sentenced in Kanabec County District Court to 86 months in prison. The victim knew Felix.

Felix is not currently wanted by any law enforcement agency, and he has fulfilled all sentencing requirements ordered by the justice system.
